A Grade-II listed building described as a ‘significant landmark’ and ‘cornerstone of public life in Stoke-on-Trent’ could be brought back into use as a new private hire venue.
Plans have been drawn up to create a ‘stylish and versatile’ event space accommodating up to 150 people on the site of the former Stoke Library on London Road.
The Victorian Gothic style building was purpose built as a library and Shakespeare Institute in 1878 but has not been in use as a library for more than a decade.
It was put up for sale at auction in December last year with a guide price of £150,000.
Plans submitted to Stoke-on-Trent City Council propose external and internal changes to the building as well as changing its use so that it can be used for celebrations and business meetings.
A design and access statement reads: “By converting the former Stoke Library into a private hire venue, the applicants seek to enhance Stoke’s event and hospitality offerings, providing a premium space for celebrations and business functions.
“The use of the building will ensure its longevity and preservation as funds raised from hiring out the hall will be used to help restore any historic elements.”

According to a design and access statement, the applicant is from a local Stoke-on-Trent family and aims to repurpose the historic building’s use into a modern event space while preserving its character and significance within the community.
The document adds: “The proposed works aim not only preserve but enhance the heritage significance of the former Stoke Library while ensuring its continued usability.
“The external façade is to be retained and untouched, with the exception of two additional extractor fans to the rear of the building. All decorative elements, including the tiled panels, mosaics, and stone banding, will be retained and restored with the necessary listed consent where necessary, ensuring that the building’s unique character is preserved.
“Any interventions will be carefully designed to integrate seamlessly with the original fabric of the building, using traditional materials and techniques where appropriate.”
Under the proposals, some internal changes – such as some stud partition walls – made by the previous owner of the property will be reversed.
If the plans are passed, the ground floor will feature a reception, bar and lounge with a primary event area in the main hall and additional rooms available for smaller meetings or VIP sections as well as a catering area.
A library-themed café could also be created on the lower ground floor, which has a separate entrance.
There would also be meeting rooms upstairs.
The building will go by the name of Old Stoke Library.
The plans are currently in a consultation period.
