Housing developer named as partner for Birmingham regeneration project

A Burntwood-based housing developer has been appointed as the approved partner for a major regeneration project in Birmingham, which will deliver 95 affordable homes. 

Keon Homes will work with Midland Heart to build a mix of one- and two-bedroom apartments and two-, three- and four-bedroom homes on the former Tower Ballroom site, which faces Edgbaston Reservoir. 

The company, which is currently delivering phase three of the Port Loop development in Birmingham city centre, won the contract following a competitive tender run by Birmingham City Council. Plans for the site also include significant public realm improvements, including large open spaces, footpaths and seating areas. 

Proposals have also been lodged to refurbish the Grade II listed Reservoir Lodge into a new Tara Group Hub, which could provide communal spaces to support local charities and community groups. 

Matt Beckley, pictured above, partnership director of Keon Homes, said: “The Tower Ballroom is an iconic location in Birmingham, and we are delighted that we have been chosen to bring it back to life – providing much needed affordable housing and, importantly, a fantastic public space on the edge of the city. 

“The mix of apartments and homes have been selected to make the most of the available space, whilst placing views of the reservoirs at the centre of the scheme – both for people living there and those spending time in the newly landscaped gardens we’ll be creating. 

“We’ll be delivering high quality, energy efficient properties on behalf of Midland Heart, a housing association we already have a proven track record with following work at nearby Port Loop and at Holyhead Road in Coventry.” 

Keon Homes has already been involved in bid evaluation workshops to support the initial planning application, which is expected to be submitted early next year and consulted on with local stakeholders. 

Construction is planned to start at the beginning of 2027, with a supply chain largely based in the Midlands. The scheme is also set to create ‘several’ new apprenticeship and graduate positions.
